Birth Certificate Modernization
HB 370 passing would ELIMINATE the need for doctor's letters for gender marker changes wtih Maryland Birth Certificates, clarify that X is permitted, ensure certificates are issued fresh instead of being marked as amended, and ensure that trans people who are parents can correct the birth certificates of our minor children.
Letters for gender change are a barrier for those who are under or uninsured to access accurate identity documents, they can be costly, and take a lot of time to get. Bringing Vital Records’ policies in line with the MVA legislation of 2019 that made gender self-select is important.
